Introduction of Resolution Adopted May 20, 1946: “That the John Barry General Assembly make an annual award of a medal, cast in rememberance of Charles Carroll of Carrollton, to the Catholic man or woman of this assembly district who has made the outstanding contribution to the welfare of Church and State. This award is to be started by the year 1946 and be presented at the annual dinner which shall constitute a public testimonial of his or her work…”
